1975 72-E Plans to put federal prison in Hinckley, Richfield aired From First Page for a public hearing in Ilinckley to explore the proposal more fully. No date for the hearing was set. "They (the federal government) indicated if there was too much local opposition to the proposal they might back off," said Medina County Commissioner Charles C. Clark. Plans call for a facility patterned after the Federal Youth Center at Pleasanton, Calif.

The cost would be from $10 million to $12 million and would be borne by the federal government. The prison would house 350 men ranging in age from 18 to 25 years, according to a government prospectus. Most would be from Ohio and neighboring Great Lakes states. About of the inmates would be those confined for offenses committed against property: auto theft, robbery, postal theft, forgery and larceny, for example. Some drug offenders also would be at the facility.

Architects' drawings of the Pleasanton center show it strongly resembles a college campus. Security would include a 12-foot-high fence and electronic surveillance devices, the prospectus says. A staff of about 160 would be hired at an average salary of $13,000 a year. About of the staff would be from area residents. Design and construction would take about years, according to the prospectus.

Reaction of local and county officials to the proposal was guarded. All admitted, however, they had been impressed by the government's presentation. Don M. Stephens, president of the Summit County Commission, said he would like to hear the people before commenting. "I realize they have to put these facilities somewhere he said.

"It looks like a good operation there won't be a bunch of murderers there but the map shows that a Girl Scout camp and the Coliseum are not far away." Stephens said he was told the government has never built a facility like the one planned when the community has opposed it. Supt. Alfred R. Cowger of the Highland School District said his initial reaction had been concern for the safety of school children and the possibility of decreased property values. lle said he was encouraged by the government's presentation.

"There will be many first offenders here. and the facility will create jobs, which may increase property Cowger noted. "Also, the campus-type aspect of the facility fits in with the community's residential nature." All the officials interviewed pointed out they were speaking from personal opinion, not for communities. New president at of Casks action on ills COLUMBUS -Edwin L.
